Houston Police Department Records
The Houston Police Department Records Division handles requests for offense reports, crash reports, and public information. The division is located at 1200 Travis Street, Houston, TX 77002. You can call the records line at 713-308-8585 during regular business hours, Monday through Friday from 8:00 AM to 5:00 PM.
HPD handles a large volume of records requests each year. Accident reports cost $6 per copy. Offense report fees vary depending on the type and length of the report. Public information requests may also carry fees based on the time it takes staff to search and pull records. If you need a copy of a report, you can request it in person or submit a written request by mail to the Open Records Unit at 1200 Travis, Houston, TX 77002.

Houston Municipal Court Records
Houston Municipal Courts handle Class C misdemeanor cases within the city. These include traffic violations, minor offenses, and city ordinance violations. The main court is at 1400 Lubbock St., Houston, TX 77002. Call 713-837-0311 for information about cases, warrants, or how to pay a citation.
If you have an active warrant in Houston, the Municipal Court can tell you the status and what steps to take. Warrants show up in background checks and can lead to issues if not addressed. The court offers payment options and alternatives for some defendants, including community service and deferred dispositions for eligible cases.

Harris County Criminal Records
Felony cases and higher-level misdemeanor cases in Houston are handled by Harris County courts. The Harris County District Clerk maintains records for district court cases, including felonies. The Harris County Clerk handles county court cases, which include Class A and Class B misdemeanors.
Harris County has an online search tool through the Harris County District Clerk at hcdistrictclerk.com. You can search by name, cause number, or case type. The system shows party names, case status, docket entries, and hearing dates. For certified copies or the full case file, you need to visit the courthouse or submit a written request.

Texas State Background Check Resources
Texas DPS operates the FACT (Fingerprint-based Applicant Clearinghouse of Texas) system for official criminal history checks. You can also use the name-based search through the DPS FACT Clearinghouse. This covers arrests and convictions statewide, including those from Houston and Harris County.
The Texas Sex Offender Registry is maintained by DPS. You can search it through the DPS Sex Offender Registration Program page. This is a public database and shows registered offenders by name, address, or zip code.
The Texas Department of Criminal Justice runs an inmate search at tdcj.texas.gov. You can look up current and former inmates by name or TDCJ number. The re:SearchTX system from the Office of Court Administration lets you search court records across many Texas counties. Not every county is in the system, but most major ones are, including Harris County.

Open Records Requests in Houston
The Texas Public Information Act (PIA) gives the public the right to request records from government bodies, including the City of Houston. Most records are public by default unless a specific exemption applies. The Texas Attorney General's office oversees the PIA and publishes guidance at texasattorneygeneral.gov.
To request records from the City of Houston, you can submit through the Houston Public Information Act portal. This covers records from city departments including HPD, city courts, and other municipal offices. Once you submit a request, the city has 10 business days to respond. They can fulfill the request, ask for more time, or seek a ruling from the AG on whether certain records are exempt.
Fees may apply for large requests. The first 50 pages of standard paper copies are usually free. After that, the city may charge per page. Digital formats may reduce or eliminate copy fees. You can ask for a fee waiver if the request benefits the public interest.
The Houston PIA portal is the official channel for submitting public information requests to city departments online.
Note: Each city department handles its own records. An HPD request goes to the police department, not a central city office, though the PIA portal can route requests appropriately.
